Job Summary:
The Senior Manager, Strategic Sourcing & Vendor Performance is responsible for developing and leading a team of sourcing and vendor managers in an integrated model of sourcing, vendor management and category management. Responsibilities include establishing and maintaining a model of category management through the entire vendor lifecycle from vendor selection through vendor performance of an active contract.
Essential Functions:
Provide guidance to the business, legal, regulatory, compliance and other stakeholders to ensure requirements of vendor agreements are fully understood
Establish and maintain effective relationships with internal stakeholders; become trusted collaborative partner to them in crafting vendor agreements that maximize results for CareSource
Keep abreast of market intelligence as it relates vendors services, including, but not limited to cost, KPIs, expected performance, innovations, to drive a best in class category management department
Assess, interpret, and incorporate new and revised regulatory, government contract and RFP requirements into service levels and KPIs for vendor agreements; remain current in federal/state laws and regulations, industry standards and best practices of category management
Partner with Business Units to develop and implement strategies around vendor performance; assessing the market within and outside spend categories to identify best in class KPIs and ensure inclusion in contracts, and help ensure all vendor performance monitoring is executed
Perform and develop the training plan to facilitate the effective application and awareness of vendor performance and category management
Perform data analytics and reporting activities; provide and maintain oversight and performance reporting mechanisms, and track and report outcomes from vendor management activities, collect, organize, and distribute reports and documents and recommend enhancements to reporting and audit tools
Maintain and administer vendor performance database and/or platform
Establish cadence with strategic suppliers and business stakeholders for reviewing supplier performance against contractual obligations
Establish KPIs, identify benchmarks and set targets to regularly capture and report on the performance of direct categories/sub-categories
Coordinate the sourcing strategy review with business stakeholders
Monitor execution of sourcing activities (RFI, RFQ, events, etc.) within category to achieve identified value and outcomes
Provide active support to fact-based negotiations with suppliers and facilitate high value proposal evaluation and award decisions with business stakeholders
Develop the category plan (e.g. vision, strategy and implementation road map) with sourcing leaders by conducting assessments of current and future business requirements needs
Implement the category plan utilizing the category team to take on initiatives such as strategic sourcing and demand management aligned to the category strategy /plan
Perform periodical financial and spend reviews to track and review category financial performance using key metrics and actual vs budgeted spend variance
Develop, manage and lead the Sourcing team with a focus on spend and performance in a strategic and goal-oriented manner
Maintain awareness of operational risks faced by the business from vendor failure/poor performance.
Manage, mentor, coach, and develop staff
Conduct performance management activities for direct reports including performance appraisals and discipline as appropriate; provide feedback on deliverables to staff on a timely basis

Education and Experience:
Bachelor of Science/Arts degree in Business or in a related medical or business field or equivalent years of relevant work experience is required
Master of Health Administration, Business, Management, related Health or Mental Health or J.D. in Law is preferred
Minimum of eight (8) years of contracting, vendor oversight/management, strategic sourcing, compliance, account management, process improvement, quality assurance, internal audit or equivalent experience is required
Minimum of three (3) years prior management experience is required
Previous experience in a Managed Care Organization or other healthcare related field is preferred

Advanced capabilities in Microsoft Word, Excel and PowerPoint
Skilled in collaborative management of professional staff
Knowledge of contracting, standards or controls management, preferably from a Managed Care Organization
Comprehensive knowledge of applicable concepts and methodologies such as continuous quality improvement and auditing experience
Knowledge of and application of regulatory compliance (Medicare, Medicaid, Health Exchange and/or Duals), quality measures (HEDIS/ STARS) and/or accreditation standards (NCQA/ URAC)
Strong project management skills with ability to handle multiple projects within time constraints
Proven success in developing and implementing new practices and controls
Leadership/management skills
Knowledge of health plan environment is preferred

Compensation Range:
$94,100.00 - $164,800.00CareSource takes into consideration a combination of a candidate’s education, training, and experience as well as the position’s scope and complexity, the discretion and latitude required for the role, and other external and internal data when establishing a salary level. In addition to base compensation, you may qualify for a bonus tied to company and individual performance.
