Note: The job is a remote job and is open to candidates in USA. USAJOBS is seeking a Data Scientist for the Department of the Treasury's Internal Revenue Service. The role involves identifying and analyzing data, developing machine learning algorithms, and collaborating with IT leaders to enhance data processes and customer strategies.
Responsibilities
- Identifies, analyzes data that's collected, devises methods, develop processes, tools, systems, and machine learning algorithms to instrument of the agency's tax administration. This process transforms raw data into program models and actionable business intelligence. Extracts and interprets findings from various structured and unstructured data sets related to the data science lifecycle. The incumbent is responsible for the development of algorithms and/or tools to support data manipulation and processing as well as the use of data visualization techniques to articulate findings. Uses emerging technology, and various data sources to perform exploratory analyses on new and archival data sources
- Conducts in-depth analysis of data and disseminates the results of those analyses. Identifies and/or develops innovative and effective approaches and methodologies; applies advanced operations research and data science techniques for quantitative analysis, statistical analysis, forecasting, predictive modeling, prescriptive analysis, and optimization; and validates analysis and outcomes. Conducts statistical analysis to make informed projections and recommendations for improvements
- Collaborates with IRS information technology leaders on desired new technologies and techniques to create efficient processes around data extraction, loading, transformation, governance, and cataloguing for better and reduced time to insights for the business units
- Combines, analyzes, and interprets large and/or complex data sets to develop organizational solutions for methodical data analysis projects and trends throughout the enterprise
- Develops and implements customer strategy, design of products and services, and support platform development. The incumbent focuses on analyzing and supporting the development of enhanced user experiences and engagement through the entire lifecycle of customers' interactions. Analyzes a variety of data sources to provide data-driven insights to the business unit to streamline processes
Skills
- A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education
- Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program
- You must have a bachelor's or higher degree in mathematics, statistics, computer science, data science or other field directly related to the position
- You may qualify with an equivalent combination of qualifying experience and education with at least 30 semester hours related to Mathematics, statistics, computer science, data science or field directly related to the position
- In addition to meeting basic requirements, to be eligible for this position, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service
- Specialized experience for this position includes: Applying descriptive or inferential statistical methods to analyze data, identify trends or patterns, evaluate results, and develop findings, reports, or recommendations
- Using programming, query, or scripting languages, such as Structured Query Language (SQL), R, Python, SAS, or equivalent tools, to extract, transform, analyze, or prepare data for analysis
- Experience manipulating datasets in relational databases (e.g., Compliance Data Warehouse, Enterprise Data Platform)
- Applying statistical or data science techniques, such as forecasting, predictive modeling, machine learning, optimization, or exploratory data analysis, to evaluate data or support analytic findings
- Creating reports, dashboards, visualizations, written summaries, or presentations to communicate statistical or technical findings to technical or non-technical audiences
- You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree as described in the basic requirements in mathematics, statistics, computer science, data science or field directly related to the position
- Three (3) full academic years of progressively higher-level graduate education leading to a PH.D or equivalent doctoral degree in mathematics, statistics, computer science, data science or field directly related to the position
- You must also meet the following requirements: Minimum age for federal employment is 18 years old, or at least 16 years old and have: Graduated from high school or been awarded a certificate equivalent to graduating from high school; or Completed a formal vocational training program; or Received a statement from school authorities agreeing with your preference for employment rather than continuing your education
- Must be a U.S. Citizen or National and provide proof of U.S. Citizenship
- Males born after December 31, 1959 are required to be registered with the Selective Service System or prove they are exempt from having to do so
- Must provide 2 forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S
